Every one of them is a kitchen staple — and every one of them is also, in the right (or rather, wrong) conditions, a genuine workplace hazard. In food production, dust isn’t just a hygiene nuisance to sweep up at the end of a shift. It’s a health risk to your workforce, a product quality issue, and in some circumstances, an explosion risk. According to HSE, bakers have the second highest incidence rate of occupational asthma among all UK occupations. Flour or grain dust is the second highest causal agent for the disease. HSE also reports that occupational asthma accounts for 33% of all food industry compensation cases under the Department for Work and Pensions’ Industrial Injuries Scheme. This isn’t a historic problem, either. In January 2026 the HSE began running nationwide inspections across large bakeries in Great Britain. By checking that employers are protecting workers from dusty ingredients including flour. HSE’s guidance is blunt about the stakes. Once a worker’s airways become sensitised to flour dust, even small amounts can trigger asthma symptoms, and in many cases the condition is irreversible. As HSE’s COSHH guidance for bakers puts it, dust extraction is one of the primary control measures employers are expected to have in place — alongside careful working practices, vacuum or wet cleaning, and health surveillance. The Explosive Side of Food Dust Health risks aside, many food ingredients are also combustible when suspended in air as fine dust, flour, sugar, milk powder, and cocoa among them. This isn’t a theoretical risk for the industry: it’s the single largest category of combustible dust incidents recorded worldwide. According to Dust Safety Science’s own incident data, agricultural activity and food production have accounted for between 44% and 50% of all recorded combustible dust incidents globally since 2020. On 18 November 1981, cornflour dust built up in a hopper at the Bird’s Custard factory in Banbury, Oxfordshire. Formed an explosive cloud that ignited from nearby electrical equipment. According to Manufacturing Chemist, the explosion blew the roof off the building, and contemporary accounts record nine people were injured. It remains one of the most cited UK examples of a food dust explosion. And it happened decades before ATEX and DSEAR existed in their current form. AI Generated Image The Regulatory Picture Food manufacturers sit at the intersection of two overlapping sets of regulation. The Control of Substances Hazardous to Health Regulations (COSHH) cover the health risks from inhaling dust, flour, enzyme-containing improvers, and protein dusts like egg and soya. All are named by HSE as substances requiring control. Where dust also poses an explosion risk, the Dangerous Substances and Explosive Atmospheres Regulations (DSEAR) and ATEX equipment requirements apply too.
